1.Changes to Title IV-D of the Social Security Act to improve interstate and international child support recovery included:
a. Required states to enact 2008 version of the Uniform Interstate Family Support Act (UIFSA)
b. Required HHS to use legal authority to ensure that United States with in compliance with multilateral child support treaties/agreements
c. Allows states to use federal income tax refund offset program for CSE requests from other countries participating in treaties/agreements
d. Provided access for Indian Tribes to Federal Parent Locator Service (FPLS)
e. Parenting Plans along with strong family violence safeguards is important
f. States should use current funding to support the creation of parenting time arrangements.
g. Further defined state court with controlling jurisdiction over child support.
h. Allowed Indian access to specific CSE programs
j. Mandated standardization of data to ensure entities could accurately use information from other entities in CSE program
k. Required HHS Secretary to make cost-effective recommendations to CSE Program.
l. Mandated states use electronic processing of child support payments
2.Changes to Title IV-E included children in state/kinship care who are affected by child support.
